When she slipped the necklace into her pocket the tag caught and she couldn't get it all the way in. She freezes, waits to see if anyone is paying attention. But no one notices so she finshes putting it into her pants.
Dawn actually forgets about the necklace for a couple days, only finds it when she's checking her pants pockets before her clothes get thrown into the laundry.
Later, when Sweet is dangling the necklace in front of her she notices the tag is still there. $29.95 seems a little cheap considering she might just have to spend eternity in hell.
